China Criticizes U.S. Investment Restrictions on AI
In a recent address at the United Nations, China's U.N. envoy criticized the United States' new measures targeting certain investments in artificial intelligence in China. According to the Chinese delegation, these measures are detrimental to the "healthy development" of AI technology and could create divisions in global technological governance.
Last month, the U.S. introduced draft rules aimed at banning or requiring notification for certain investments in AI and other technology sectors in China that might pose a threat to U.S. national security. These rules followed an executive order signed by U.S. President Joe Biden in August, part of a broader strategy to inhibit U.S. expertise from advancing China's technological prowess and market dominance.
China's Formal Opposition
Chinese U.N. Ambassador Fu Cong expressed strong disapproval of the U.S. sanctions, labeling them as impediments to an inclusive business environment. Speaking after the U.N. General Assembly adopted a Chinese-drafted resolution calling for enhanced international collaboration on AI capacity-building, Fu argued that the U.S. stance would not aid the positive development of AI technology. Instead, he suggested that it would further divide the global standards and rules governing AI.
Resolution for Inclusive AI Development
The U.N. resolution advocates for a fair, open, inclusive, and non-discriminatory business environment throughout the lifecycle of safe, secure, and trustworthy AI systems. Fu emphasized that the U.S. actions contradicted these principles and urged Washington to reconsider its decision.
"We don't believe that the U.S. government's position or decision will be helpful to the healthy development of the AI technology, per se, and will - by extension - divide the world in terms of the standards and in terms of the rules governing the AI," Fu stated.
The criticism highlights the ongoing tensions between the U.S. and China over technological advancements and market control. As both nations vie for leadership in AI development, global stakeholders continue to monitor these geopolitical developments closely.
